Tax Collection
    • To collect data from all citizens of a district based on NID card seems difficult. For collecting tax primarily need to assess the eligible taxpayer's income and then bring them into tax-net area.
    • Database should be central where whole country's data can be stored. District wise database might be distorted for future reference.
    • Checking the return submission will help to identify the law abiding persons but those who have not submitted their return on time will be unaccounted.
    • For identifying the eligible taxpayer Union/Local level Public Representative and Government staffs( Agriculture/ Land office) can be consulted.
    • The district wise database should be a local database supported by the central server. All the eligible taxpayers' list should be there. Those who submit their return should be enlisted instantly with just a mouse click. The central software should be like that when someone submits his/her return the name will be automatically out of the list. Thus after the deadline the remaining names will be in Red(Defaulter) colour which will subsequently produce a Red notice to the persons.
    • Error free tax return submission and maintain documents for each taxpayers without using any technology.(From ITPOSMO- Technology)- Failed to understand the above statement. Can you please explain?
    • Ensure amendment of tax law and tax calculation process.(Staffing and Skills)- What's the problem with the existing laws? How is it possible to interfare in policy level at collecting data in district level without knowing the exact problems of the whole country?

Thanks Abdullah-Al-Monzur Hussain, Mohammad Shahidul Islam and Sagorica Nasrin all are from GPP bearing roll number 26, 34 and 24 for valuable comments, suggestions and questions. According to comments, suggestions and questions we may develop our steps as follows:
01. It may be established a consumer protection forum where complain regarding most common items (i.e. baby food product, daily consumer items, cosmetics and toiletries, etc) such as expiry date, quality of the products, price of the products may be lodged from where data can be captured.
02. Another alternative may be applied to collect data through survey on the labeling and expiry date of the goods.
03.Complains can be categorized and the severe complains can be published in various media like print, electronics, web, etc. as a result the consumers can be aware of and be benefited.
04.The area of capturing complains against products may be specified like baby food product, daily consumer items, cosmetics and toiletries, etc. and the area of complains also may be specified like BSTI certification,Labeling, Expiry date, Standard setting, Justified market price,Health friendly and environment friendly, etc. As a result it would be easier for the stuff to process the data and find out the output.
05. Complains on every violation of consumer rights will be collected from all over the country. For collecting complains local level complains centres will be used. Here the union level information centres established by the A2I project will be a major focal area. The consumers can also lodge complains against any violation of their rights through any method like sms, email or on the complain box of the website of the Consumer Rights Protection Department. The complains will reach the central server where the Storing Staffs will accumulate the complains and send those to their higher authority for decision foo addressing. The Addressing officers will prioritize the complains which will be sent for action. The field level Action Officers will take necessary steps over the complains by issuing notice or inspecting the areas or taking hearings from both parties and finally pronouncing verdict. Every action taken thus process will be notified to the central authority. The central authority will monitor how much complains lodged, how much sent for addressing and how/ how much addressed/ taken action. They also will check whether any deviation occurred. The central authority will also work as the appellate authority.
