E-Gov Project Proposal

The idea of the proposal is to give the government good reasons to implement your suggestions.
Primary Education is compulsory for all and it is obligatory for government to implement and ensure education for every child. For this purpose government already has set up schools, appoint teachers. officers and staffs, ensure free books, teaching equipment's and training. so huge amount of money and efforts are investing in every year for ensure primary education.
But return is not qualitative and satisfactory because monitoring system is weak due to lack of proper monitoring systems and sufficient steps to implement. The enrollment of child in catchment area of primary school is the first step and very important in primary education. It helps to measure the demand of books and equipment, teachers even new schools. so fake data in enrollment is caused to fail and wastage of money. But if the monitoring systems of all works are automated it can ensure right assessment, deduct cost and enhance efficiency of schools and authorities.

Background

The project will ensure proper monitoring regarding enrollment, teachers and officers activities. It will improve management capacity and deduct present cost in primary education. Manually data preservation systems also costly but automated systems will preserve data cheaply. It will deduct time of input, out put and data seeking & checking. Data will help to get right decisions and timely (regarding number of child, admission eligibility, number of books & budget preparation). It will prevent duplication. it will protect corruptions and ill motive of staffs. people will be inspired to use IT and generate employ in IT sector. So it will economically viable and socially acceptable.

Objective:

-To develop better e-governance system.

-To offer better services through participatory process.

-To promote awareness of guardians and authorities.

-To promote efficiency, accountability, transparency and integrity in the primary education sector.

Drawbacks and Benefits

[How and why the current system has drawbacks. For example, showing huge loss of revenue in the current system. How both cash and in-kind benefits in citizen service can be derived from the proposed e-gov system. (1 mark)]

Drawbacks-
- no IT infrastructure and facilities in primary schools.
- no electricity in most of primary schools
- limited IT facilities in the community.
- limited knowledge on IT of primary schools teachers .
- unskilled/unwilling staffs in offices.

Model or Prototype

The model or prototype will define the CIPSODA model in detail. The first step is to design the OUTPUT. The output will essentially be a table filled with MONITORING data, i.e. data which will allow DECISIONs to be taken followed by ACTION. Once the output is designed, you are in a position to decide what INPUT data will be required, which you can also put in a table format. (2 marks)
You can then decide how to CAPTURE the data. You can then show your model in Excel. (1 mark)
