Background
Bangladesh is a developing country with around 160 million population and par capita income of below 800 US Dollar. The major reason for poverty over here is narrow opportunities for employment. Industrialization i.e. entrepreneurs development can play a vital role in facilitating the country’s economic growth though creation of employment opportunities.
Given the present environment of global competition, the private sector is playing an important role in the industrialization of the country. Faced with the challenges of the free market economy and globalization, the government has accepted private ownership and management of industrial enterprises as one of the major guiding forces in achieving economic growth.
Despite the supportive policy environment entrepreneurship cannot be developed without financing opportunities. Banks can play a vital role in promoting industrial development through offering credit to the deserving entrepreneurs. While Industrial Development Banks like Bangladesh Development Bank Limited (BDBL) typically industrial finance institutions, other commercial banks of the country are also involved in industrial financing in addition to commercial lending. This is a comparatively recent trend. But it is obvious that industrial credit has to be mainstreamed in the banking sector to help the flourishing of new entrepreneurship without geographical and any other discrimination.
One of the foremost objectives of the Industrial Policy is to set up planned industries in Bangladesh. Industrialization, especially the small and medium enterprises and agro-based industries are priority areas of the government. So, it is worthwhile to see what the Industrial Policy tells or does not tell about industrial credit.
It is not unlikely that there are issues, which are not motioned in the current policies or may be there are issues, which arose quite recently, which may hinder further extension of industrial credit allocations. It would be better to learn about such issues first from the entrepreneurs as well as bankers who are dealing with credit.
