Background
Migration from Bangladesh began as early as the 1940s, mainly to Great Britain for settlement, and again in the 1960s, for employment purposes. But an unprecedented mass migration to the oil-rich Middle East took place in the mid-1970s. Abetted by unemployment and poverty at home, and job opportunities and higher wages abroad, young and educated Bangladeshis furthered the expansion to other destinations for overseas work. Now, Bangladeshi migrants are working in Asia, the Middle East, North Africa, North America, and Europe. Since its establishment, BMET (GOB office dealing with overseas employment) has started serving both skilled and non-skilled professionals as well as classified labor force emigrating with overseas employment. Most of these employment offers are privately arranged by either individuals or Licensed Recruiting Agencies (RA).Under the manual system, both overseas employees and Government of Bangladesh become victims of financial losses. It also create serious communication gap between the BMET and those working overseas in absence of proper documentation. To minimize the gap, BMET has decided to computerize the labor migration process. Feeling the need, BMET developed a fully computerized system in their existing labor migration system in 2001. In February ,2010 BMET introduce SMART Card based clearance system(which contains finger print impression) for overseas job holders of Bangladesh .IICT, BUET developed software and establish network between BMET head office and twenty two district offices and three international airports.

At Glance:-
· A computer database network has been established at district level offices (DEMO) and BMET head quarters with connection at the Ministry, Airport and BAIRA office.
· This has created accountability and transparency in the recruitment system and aimed to gradual elimination of the middlemen.
· Extortion of money and harassment of job seekers reduced.
So what I have to find,(1) is it really working?


Who does the problem affect?
Overseas jobseekers, overseas employees, GOB, Foreign employer, local recruiting agency and over all the back bone of economy of Bangladesh as remittance is the major source of foreign currency.

What are the boundaries of the problem? Which areas does the problem affect?
As GOB office is new in implementing ICT based system, is it is it really working? Is transparent established labour migration process?

What is the impact of the problem?
If there is any barrier in migration process then overseas employees as well as prospective job seeker ,GOB and finally economy of Bangladesh effected.
What will happen when it is fixed?
Smooth and transparent migration system will be established.
